The federal government created the Empowerment Zone Initiative for the purpose of empowering local communities and their residents to design and implement their own strategic plan to create jobs and opportunities to build a better and brighter future to give citizens the opportunity to take responsibility for their own communities.
Elimination of poverty, creation of jobs, and expansion of opportunities for the disadvantaged are key elements of the Empowerment Zone Initiative.

Kentucky Highlands Investment Corporation, a venture capital corporation based in London, Kentucky, with over 25 years experience in economic development, undertook preparing the federal application in cooperation with local residents in Kentucky counties (Clinton, Jackson, and part of Wayne) which were included in the
Kentucky Highlands Empowerment Zone application.
On December 21, 1994, President Clinton announced that the Kentucky Highlands Empowerment Zone application was among the top three of the 227 rural application submitted. Thus, Jackson County became a part of only one of three rural Empowerment Zones in the nation!
Within the three-county empowerment zone came $40 million in development funds and many tax incentives to encourage new or expanding businesses to locate within the Zone.
Since the EZ designation, more than 1000 new jobs have been created in Jackson County, and the unemployment rate in Jackson County has decreased by more than half.
These are remarkable achievements-achievements that were realized through a team effort.
The Empowerment Zone Initiative is fulfilling its promise of a brighter future in Kentucky.
